Huachuca City council schedules work session to study possible annexation

Huachuca City Mayor Johann Wallace and the Town Council directed staff to study potential annexation of areas adjacent to the town, including land along Highway 90 north of town and parcels in the 400 and 500 blocks of Lower Huachuca City. The Council agreed to hold a work session on April 2, 2026 at 6 p.m. to examine the costs of extending services, property-owner interest and potential benefits to existing residents.
Town Manager Suzanne Harvey told the Council the staff will evaluate service-extension costs and community interest before bringing formal recommendations. Mayor Wallace said he “wanted this back on the Agenda so we can get a work session scheduled and really get into it and see what we are looking at.” The work session is intended as a fact-finding meeting; Council did not adopt any ordinance at the March 26 meeting and asked staff to prepare cost models and outreach plans for the April 2 session.
The item will require staff to estimate utility and maintenance costs, gauge property-owner interest, and identify potential funding or grant opportunities. Council members framed the work session as a chance to review tradeoffs between town revenue, service obligations and impacts on current residents.
