The Caroline Town Board on June 18 adopted an 18-month moratorium on commercial cryptocurrency operations and data-mining centers as a local law.
Supervisor Mark Witmer moved the resolution and Councilmember Tim Murray seconded it; the motion carried unanimously with votes recorded for Witmer, Murray, Kelley-Mackenzie and Brown. The board enacted the moratorium after a short public hearing at which County Legislative Representative Irene Weiser spoke in favor.
Weiser framed the issue in the context of recent state activity and local control: "Believes the Governor will not be signing the bill as she feels it should be controlled at a local level. Supports the Moratorium and it is her hope it ends up prohibited," she said during the hearing. The hearing opened at 7:03 p.m. and closed at 7:05 p.m.
The moratorium was presented to the board as a temporary pause to allow the town to evaluate commercial data-mining and cryptocurrency operations and to draft any long-term local regulations; the text of the adopted local law is filed with the town clerk and was referenced in the June 4 agenda packet.
