San Marin High outlines content-based ELD plan to boost multilingual learners' access

San Marin High School staff described a redesign of ELD instruction intended to integrate language learning with content-area work.
"My plan is to reshape ELD and attempt to transform it to a content based ELD program," Madeline Panacci told the board, outlining a cohort-based schedule (ELD classes aligned by grade rather than ELPAC level) and rotating, standards-based units tied to grade-level science and math. Panacci said the approach is intended to give students repeated exposure to academic language and increase opportunities for collaborative problem solving in the content areas.
Presenters said the design responds to data showing multilingual learners were often "drowning" in content classes and not developing either content knowledge or academic English. The proposal includes structured class time for reteaching, proficiency scales and hyperlinked ELD standards to support differentiation.
Trustees praised the approach and asked about scaling and supports; the presenter said several teachers have been trained and that additional summer training is planned for the coming year.
