Huachuca City joins countywide pool to manage opioid-settlement funds

Town Manager Suzanne Harvey reminded the Council that members previously agreed to pool small municipal opioid-settlement shares with Cochise County for joint administration given strict use rules and limited local staff capacity. The proposed intergovernmental agreement creates an advisory board so cities and towns retain input into spending decisions.
Harvey said that Cochise County holds roughly $3,000,000 from settlement funds for the region and that Huachuca City's current share is approximately $28,000. Council approved Resolution 2026-01 authorizing the IGA unanimously.
"It's $3,000,000 sitting in that account," Harvey said, noting the pooled funds could support larger, countywide mitigation projects than any single town could undertake alone. Harvey added she would serve on the advisory board to represent Huachuca City.
