Huachuca City hears positive midyear budget report, directs truth-in-taxation notices

Town Manager Suzanne Harvey and staff presented a midyear financial report on March 12 showing revenues exceeding expenditures by $231,000 through Jan. 31, representing about 59% of the fiscal year. Finance presenter Ruben Villa told the Council the figures are unaudited but generally positive and that most funds are within expected ranges aside from the landfill fund, which will be aided by a GADA grant amortized over 10–15 years.
The Council also reviewed Truth in Taxation options and directed staff to begin the public-notice process. Town Manager Suzanne Harvey described a neutral-rate scenario that would add about $17,765 in revenue (rate ~1.3619), a midpoint option projected to raise roughly $128,000 (about $12/year on a $100,000 home) and the maximum-allowable scenario, which would raise about $139,000 (about $24/year on a $100,000 home). Harvey said the choice tonight was only to proceed with notices, not to set a final rate.
"These numbers are unaudited and are subject to change," Ruben Villa said while giving the financial overview, adding that sales-tax reporting lags related to a major State Highway 10 construction project could materially affect February–March receipts.
Councilmembers discussed timing and next steps for public hearings tied to the budget calendar. Council directed staff to prepare the Truth in Taxation notices and include any required hearings in the budget schedule; no final tax-rate action was taken at the meeting.
