Board approves Level 1 historic tax exemption for 408 North Waddell after $31,338 in improvements

City staff told the Historic Preservation Advisory Board that the King Merritt House at 408 North Waddell met the criteria for a Level 1 Historic Neighborhood Improvement Zone (LEHI 1) tax exemption and the board approved the request Aug. 6.
Reina explained that Level 1 eligibility requires the property to have a historic marker designation and a minimum of $10,000 in building improvements within the three years prior to the request. "It must have a minimum investment of $10,000 in building improvements for the property, which has been demonstrated within at least the previous 3 years from the date of the request," Reina said. She reported that the owners documented $31,338 in custom wood-window work, exceeding the required threshold.
A board member moved to approve the LEHI 1 application and the motion carried unanimously. Staff noted the application included detailed invoices showing $31,338 in expenditures for the qualifying work. The approval makes the property eligible for the Level 1 tax-incentive benefits established in the program guidelines.
Board members did not request further documentation at the meeting and staff retains the application packet as the official record.
