Staff recommends petition to take over part of FM 1461; estimates $17M in improvements

City staff told the council they will recommend petitioning the State to transfer ownership of a segment of FM 1461 so the city can control design and timing for improvements tied to the North Civic Campus development.
Steve Tilton, assistant city manager, said the portion of FM 1461 north of Bloomdale Road and south of Lehi Howl is currently under state control. “We would petition to the state, to take over ownership, that particular portion of 1461, for the reasons that I talked about, primarily, development control, and timing to make sure that the roadway can be improved, in accordance with the overall, development,” Tilton said.
Tilton estimated approximately $17,000,000 in roadway improvements for the stretch and said those funds are budgeted in the city’s Capital Improvements Program. He pointed to past precedent when the city took a state road segment into local control following residential development north of US‑380 in 2001.
Council members expressed general support for moving forward; one council member said the plan “seems to line up very well with what our needs are.” Staff said the petition and transfer would be brought forward for council concurrence as part of the North Civic Campus work plan and scheduling.
