She said the department issued a small number of commercial and student film permits in late 2024 and highlighted the 31 Days of Halloween campaign: 54 downtown businesses completed the department's impact survey, 56% of respondents reported increased business, and staff recorded more than 300 related events tied to the promotion.
Board members praised the work and suggested a board retreat session to focus on incentive policies and recruitment priorities.
