Huachuca City council directs staff to create online preapproved housing design plan program to comply with SB1529

The Huachuca City Council voted unanimously on Jan. 22, 2026 to direct staff to implement a preapproved housing design-plan program (Option B) to comply with Arizona Senate Bill 1529 (2025). The program would establish an online library of preapproved plan sets and require code changes to adopt the online listing process.
Town Attorney Thomas Benavidez explained the state requirement and staff recommended Option B as a less costly compliance approach. Dr. Jim Johnson presented the two options: Option A (municipality hires architect(s) to create plan sets and post them) and Option B (municipality creates an online library accepting plan submissions and posting plans that staff deems compliant). Council moved to begin the code-change process and implement Option B; the motion was moved by Johann Wallace, seconded by Cynthia Butterworth, and passed unanimously.
