Applicant Todd Crow described site constraints and existing gravel access, noting wetlands and low depressions that limit building locations. Planner Stephanie Woolstenhulme told the commission that residential use inside the accessory structure would not be allowed under the building permit process and that conditions could be placed to limit use.
