Nikki Sassenas, director of Animal Services, presented a proposed contract to continue veterinary and certified vet‑tech services at the Linda McNatt Animal Care and Adoption Center. The one‑year contract includes four optional one‑year renewals and addresses scope and performance metrics identified in a 2025 audit; off‑site urgent and emergency care provisions are included for specialized equipment and after‑hours needs.
Sassenas said the five‑year not‑to‑exceed total is $9,000,000 and that the contract updates include improved invoice verification, inventory tracking and performance measures. "The 5 year not to exceed total is $9,000,000," she told council. Staff noted RSVP was the only respondent to the RFP and that many municipal shelters use RSVP as their veterinary services partner; council voted 6–0 to approve the contract.
Council members asked about the potential to hire in‑house vet techs in the future; staff said that option is under evaluation with HR and finance, but that RSVP will still be needed for relief coverage and specialized services even if some positions move in‑house.
