Interim City Engineer Mike Linder presented broad updates to the Denton Design Criteria Manual, explaining the manual’s place in the city’s regulatory hierarchy and the outreach conducted with departments and professional organizations. Notable changes include delegating execution of stormwater facility maintenance agreements to the city manager (for privately maintained detention assets), stricter geotechnical requirements when metal pipe is used because of corrosive soils, new guidance on lift‑station monitoring and emergency provisions, updated roadway geometry and traffic management guidance, and a consolidated section on environmentally sensitive areas.
Linder said the requirement for stormwater maintenance agreements was included in the 2024 manual but that bringing the agreements into active execution now would ease project delivery; council voted 6–0 to adopt the updates after a public hearing with no speakers.
Council members asked about the cadence for future manual updates; staff said they plan to wait 3–5 years for a major update but could pursue targeted adjustments sooner if needed.
