Assistant planning director Angie Manglerus described the proposal as an SUP for a roughly 4.06‑acre site that would host eight modular data center pods and operate under a lease and power purchase agreement with Denton Municipal Electric (DME). "This is a specific use permit request for approximately 4.06 acres of land... The purpose of this SUP is to permit a modular data center. It'll include, 8 modular data center pods," Manglerus said. Company engineering staff said the design uses dielectric fluid submersion (liquid cooling) and rejects heat through small outdoor fans; the applicant said the technology uses no water and is quieter than traditional air‑cooled facilities.
Staff recommended approval with conditions requiring an initial noise assessment and verification after installation, site‑plan compliance and access specifications. Commissioners discussed utility capacity, siting, and noise/vibration verification; staff said DME must confirm supply and that the SUP includes conditions to bind the project to the approved site plan. The SUP was recommended to council on a 6–0 vote.
