The Zoning Advisory Commission recommended Aug. 5 that City Council approve a minor subdivision that would split two parcels into three lots at 10956 White Top Road (Swiss Valley Estates) and waive street‑frontage requirements for Lots 1 and 2. The applicant, Frank Potoff, participated by phone and said his immediate intent is to transfer the existing house to his daughter and later build another house on adjacent land.
"We are taking the house and selling it to my daughter, and her daughter is going to my granddaughter is gonna live in that house," applicant Frank Potoff told the commission. Associate Planner Sheena Moon described the proposed lots: "The proposed Lot 1 would be approximately 1.22 acres," she said, and added that Lot 2 would be approximately 1.87 acres while Lot 3 would be the remainder (just under 73 acres). She also noted the lots lie in the county but within the city's two‑mile extra‑territorial jurisdiction and that lots 1 and 2 would use a shared access and utility easement rather than street frontage, prompting the waiver request.
Staff said no public input was received and recommended approval with the stated waivers. A motion to recommend approval, subject to waiving street‑frontage for Lots 1 and 2, passed and will be forwarded to City Council for final action (staff indicated the matter will be on the Aug. 17 council agenda).
