The Zoning Advisory Commission voted Aug. 5 to approve an amendment to the Wacker Plaza Planned Unit Development that would add drive‑up ATMs to the list of allowed banking uses, consolidate older signage ordinances into a single document, and change how minimum parking is calculated for the site. Commissioners said the amendment will be forwarded to City Council for consideration at the Aug. 17 council meeting.
Cody Weaver of Civil Engineering Consultants described the site changes, saying the application proposes "to add a drive up ATM to the east side of that building." Staff recommended updating the conceptual development plan and code language so future applicants and city staff do not have to consult multiple older PUD documents. Assistant Planner Travis Shrubeljan explained the proposed parking metric: "This would just regulate what's required as a bare minimum on the property," he said, noting staff's calculation would require roughly 218 spaces based on an 80% usable floor area assumption; the site currently provides about 287 spaces, so staff said the minimum would still be met even with the drive‑up lane and the removal of some stalls.
Staff also reviewed the PUD's history (initial adoption in 1989 and a 2005 signage amendment) and recommended rescinding the older piecemeal language in favor of a single updated ordinance to govern signage and parking for the site. Commissioners asked whether engineering had reviewed traffic and flow for the proposed drive lane; staff said engineering has conceptually approved the layout subject to finalization. The commission's approval sends the amendment to City Council for final action.
