Commissioners and staff negotiated conditions that the building be used solely for private residential purposes, be soundproofed so sound will not carry over property lines, prohibit commercial activities (lessons, tournaments, rentals or public events), limit outdoor lighting to fully shielded fixtures consistent with city dark‑sky guidance, and include restricted hours of use. The motion to approve with conditions passed by roll call.
