Jury accepts Certificates of Substantial Completion for road and water projects

The Bossier Parish Police Jury accepted two Certificates of Substantial Completion July 1: Project No. 2025-121 (2025 Parish Road Improvements) covering multiple districts and Project No. 2024-112 (Winfield Road water distribution improvements) for Districts 2 and 4. Staff said Smith Road work finished in early June and the Winfield Road water system is in operation.
Assistant Parish Engineer Matt Redmon recommended acceptance of the road project and the jury authorized the Parish Administrator/Parish President to execute documents on the parish’s behalf. Luke Haney corrected the record for a previously listed CWEF file, noting the Rocky Mount Water Plant design-proposal applies to Consolidated Waterworks/Sewerage District No. 2 rather than District No. 1; jurors approved the clarification by unanimous vote.
The accepted certificates authorize final administrative steps for project closeout and recordation in the parish minutes.
