Bossier Parish extends residential PUD moratorium for one year while Halff Associates studies rules

The Bossier Parish Police Jury unanimously voted July 1 to extend a one-year moratorium on residential Planned Unit Development (PUD) applications across the Benton Metropolitan Planning Commission district and specified areas of the Bossier City–Parish MPC.
Carlotta Askew-Brown, Executive Director of the Bossier City–Parish MPC and Benton MPC, recommended a thoughtful pause to ensure stakeholders align on PUD policy and noted that Halff Associates had been engaged to lead research and community meetings over the extended period. She clarified the moratorium applies only to residential PUDs; commercial PUDs, including apartments and townhomes, may continue to apply and will be required to meet current regulations.
Jurors approved a motion to extend the moratorium through June 30, 2027. The extension is meant to provide time for public engagement and consultant work before any new residential PUD approvals resume.
