At the Newport East workshop, Adam Roach told attendees that if a member of a public body engages during public comment, "they can only address that topic." He warned against using public comment periods to introduce unrelated agenda items or to circumvent notice requirements.
Roach also reviewed minimum minute contents — date, time, place, who was present or absent, and a record of individual votes — and said draft minutes may be posted to the Secretary of State's website within 35 days when approved minutes are not yet available.
