Council adopts UDC amendments after contested hearing, 3–2
Summary
After a lengthy public hearing with speakers on both sides, the council voted 3–2 to adopt a series of mostly incremental changes to the city's Unified Development Code intended to tighten clustering and conservation standards.
The council considered long‑planned revisions to Appendix A of the Unified Development Code (UDC), an item staff said had been under review for roughly 18 months. Planning staff and an outside consultant reviewed the packet; the planning commission recommended the changes 6–1. Opponents at the public hearing said the amendments were drafted by developer‑selected consultants, paid in ways they called irregular, and did not address the 20‑acre issue to their satisfaction.
Supporters, including multiple council members, said the amendments tighten clustering, buffers and preservation rules and are consistent with the city's 70/30 preservation framework. After deliberation the council adopted the UDC amendments (item 25-035) on a 3–2 vote. "These changes don't make it easier for developers — they make it more restrictive," a council member said during debate. The council recorded the vote and the amendments take effect under the city's ordinance-adoption schedule.
