Council considered item 25-042, a concept plan for a single lot immediately behind the Terrace School to support a recreation field and a library. Staff said the lot is just under one acre and that planning commission unanimously recommended approval of the concept plan and the matching preliminary plat, contingent on council approval of the concept plan.
The council moved and seconded the item, asked clarifying questions about emergency access and water supply that staff said are handled through normal permitting, and adopted the concept plan unanimously. "Planning Commission voted unanimously 7 to 0 to recommend approval of the concept plan," Mike Morton told the council. The approval allows the applicant to continue toward permitting and platting steps subject to standard building and site requirements.
