Council probes Sears Trust and public-improvement fund limits on civic grants

"It probably, if I can remember correctly, talks about the, for the support, assistance of the poor, the aged," the solicitor said when discussing limitations and the need to "pivot" to modern equivalents where appropriate. He added some trusts are single-use and cannot be repurposed.
Finance staff walked councilors through trust accounting mechanics: a roughly 4% interest calculation on trust fair market value provides $60,000–$65,000 of interest; a transfer from the Sears Trust into the Public Improvement Fund combined to make approximately $163,000 available for civic-support in this cycle. Councilors asked for a written memo listing all trusts, their annual distributions and restrictions so the council can evaluate which funds are reliably available for future civic support.
