She added that an apparent increase of roughly $1.2 million in building aid is already committed to higher debt service payments tied to deferred building‑aid receipts, so not all new dollars are available for discretionary spending.
The presentation also noted several state items that were not changed in the executive proposal — prior‑year adjustments remain unfunded (a statewide $300 million queue), BOCES CTE reimbursement caps were not increased, and the capital outlay cap ($100,000) was left unchanged.
