Council approves Fanita Ranch plan and certifies Final Recirculated Revised EIR

The Santee City Council certified the Final Recirculated Revised Environmental Impact Report and approved the Fanita Ranch Development Plan, Development Review Permit, Vesting Tentative Map and three Conditional Use Permits after a public hearing that drew more than a dozen speakers and written submissions.
Planning and Building Director Sandi Sawa and City Attorney Shawn Hagerty presented the project and answered detailed questions from legal counsel Amanda Daams, Interim Fire Chief Harley Wallace and Engineering Director Carl Schmitz before the public-comment portion. Councilmember Dustin Trotter moved to approve the staff recommendation; Councilmember Laura Koval seconded. The motion carried with Mayor John W. Minto and Councilmembers Koval and Trotter voting yes, Councilmember Ronn Hall voting no and Vice Mayor Rob McNelis recorded as abstaining. The minutes record the outcome as Ayes: 3; Noes: 1; Abstain: 1 and show the hearing closed at 7:53 p.m.
Members of the public raised a range of concerns during the hearing. The minutes list oral and written input from residents and stakeholders including Ron Leholm, Suzanne Till, Sandy Schielke, Lynda Marrokal (who provided additional written comments), Julia McMillan, Jon Cloud (Santee Hills), and others.
