Council members voted to authorize agreements with the New York State Department of Environmental Conservation and National Grid (Niagara Mohawk Power Corporation) concerning the Old Red Spring Park and an adjacent section of Excelsior Avenue. The agreements include an environmental management access agreement, a declaration of covenants and property-use restrictions intended to ensure the long-term containment and monitoring of remediated soils on city property.
The mayor and public-works staff described a history of contamination and remediation at the site; they emphasized that the drinking-water source for the spring draws from a deep, uncontaminated aquifer and that the agreements are designed to allow National Grid and DEC to continue monitoring and maintenance work to prevent recontamination. Council approved the agreements by voice vote.
