Finance Committee asks staff to reconcile staffing dashboard, org charts and FTE counts

The Finance Committee examined a staffing dashboard and an accompanying set of organization charts intended to align headcount, FTEs and budget lines ahead of the FY '28 budget. The Chair said the materials showed four open positions and a discrepancy between reported FTEs (53.7) and the org-chart headcount.
“FTEs is 53.7 versus 57.7,” the Chair said when presenting the dashboard and called for staff to clarify whether certain roles (assistant accountant, inspectors, veteran’s agent, call-response clinician) are counted as FTEs, contracted, or per-diem. Committee members emphasized that inspectors and other per-diem positions are not benefited employees and asked Rajon to redraw the org charts with consistent labels indicating contracted vs. benefited staff and hours so the FTEs tie correctly to budget lines. The Chair noted total compensation and benefits represent a major share of the town budget and that accurate FTE mapping is key for budget planning.
