MCOE presents LCAP midyear review; staff note limits of state dashboard reporting for small districts

Dr. Nicole O'Dell (S7) walked the board through state indicators and local measures, emphasizing that many data cells are not reportable because enrollment numbers are small. She explained chronic absenteeism is measured for K–8 and defined chronic absenteeism as absence greater than 10% of school days: "If they are absent for more than 10% of their school days, so that's 18 days out of a 180, then they would be considered chronically absent even if they're excused," O'Dell said. The presentation noted a countywide suspension rate that dropped 11.6 percentage points to 5.7% and that some subgroups showed improvement on the dashboard colors.
Board members asked about mental-health staffing and counselor qualifications after the midyear numbers. Staff clarified the district shifted a previously planned mental-health clinician role toward a counselor position with a PPS credential and a master’s degree in school counseling to provide both academic and social-emotional support. Staff also explained some LCAP-funded activities are being supplemented by one-time grants to avoid tapping ongoing LCAP funds. No votes were taken on the midyear report; the board had follow-up questions about implementation but was broadly supportive of the staff clarifications.
