Turk outlined the public‑hearing and appeals process (county decision is binding until appealed to the state board) and noted the committee's responsibilities are infrequent but technical. He recommended Mendocino schedule periodic meetings (October and January) so the public can find meeting times and the committee can act promptly if boundary issues arise.
Trustees asked clarifying questions about trustee-area changes, triggers tied to population or average daily attendance, and conditions that might prompt reorganization. Turk also recommended resources (California Department of Education handbook chapter) and offered CSBA or School and College Legal Services support if county officials face a reorganization matter.
