Santee school board suspends expulsion for student pending year-long rehabilitation plan

The Santee School District Board of Education on Jan. 27, 2025 approved an expulsion for student #05-2425 but immediately suspended the expulsion while the student completes a court-style Rehabilitation Plan.
Member Dr. Tim Glover moved to expel the student for alleged violations of California Education Code sections 48900(b) (possessed, sold, or otherwise furnished a weapon) and 48900(k) (disrupted school activities or defied authority), along with Santee School District Board Policy 5144.1. After receiving oral and documentary evidence in closed session, the board reconvened in public at 6:00 p.m. and recorded the motion in the minutes (motion text recorded in the minutes). The minutes show a 4-0 vote in favor; Member Dustin Burns was recorded as not present for the vote.
Under the terms recorded in the minutes, the expulsion is suspended provided the student completes the Rehabilitation Plan. Requirements listed by the board include remaining at Rio Seco School; achieving and maintaining a 2.0 GPA or better for scholarship, effort and citizenship; receiving no new suspensions (any new suspension will require an immediate change of school placement); attending school regularly with no unexcused absences or tardies; completing 20 behavior-therapy sessions at San Diego State University (SDSU) with documentation of completion; performing a daily safety inspection; and completing all plan elements by Jan. 26, 2026. The minutes additionally require a parent to meet with the Director of Pupil Services by Feb. 3, 2025 to review and sign the Rehabilitation Plan, and state that failure to meet that deadline or to sign may result in expulsion without further Board action.
