Committee discusses possible contract to provide zoning administration services to City of Adams

Planner Dusty told the committee the City of Adams raised the possibility of contracting the county to provide zoning administration similar to the arrangement the county has with the Town of Quincy. Dusty said contracting would include issuing zoning permits, attending planning commission meetings and processing permit fees that would be returned to the community; the county would not handle building inspection services, which are conducted under a separate contract.
Committee members asked about tracking hours and whether the county would be subsidizing towns rather than covering costs. Dusty said the Quincy contract was originally sized to fund roughly a half‑time position and estimated the city of Adams produces about one‑third the permit volume of Quincy; he said he believed the county could manage the additional work but had reservations and wanted to analyze staff capacity and final contract terms. "We would be issuing all zoning permits...When they have a planning commission meeting, I would be here just you know, like I am with you guys," Dusty said. The committee requested more detail on pricing and the staffing plan before taking action.
