Board of Adjustment approves special exception to stabilize eroding shoreline in Monroe

The Board of Adjustment voted to grant a special exception to allow excavation and shoreline stabilization on Outlot 1, CSM 3029 (parcel 18-553-20) in the town of Monroe.
County staff identified the request as a special exception under section 3 96 25 a of the Adams County Shoreland Wetland Habitat Protection Orders and said the town of Monroe supplied correspondence that did not object. The applicant, Keith, told the board two portions of the shoreline had severely eroded and that current riprap had left an almost vertical face "which is what's ... just gonna collapse," leaving no slope to support vegetation. He said the work would create a slope to permit native plantings that will stabilize the bank. "So what we're asking is that we can excavate that back a little bit to create that slope down to the riprap so that we can plant, native plantings in there just to protect that from from collapsing and and, falling into the lake," Keith said.
A committee member moved to grant the special exception with the condition that the disturbed area be revegetated using the applicant's list of native species. The motion cited public-safety concerns and erosion control as the principal reasons for approval; a member said the photos were persuasive. "That's definitely a safety issue, Definitely a hazard," the member said when describing the steep drop visible in the pictures. The chair then called the vote and the motion carried.
Staff asked the applicant to have the contractor contact county staff to obtain the zoning permit; the applicant said he would tell the contractor, Paul Nelson of Unwavering Shores, to contact Dustin in zoning. Staff said they would be able to issue the permit once required paperwork and conditions were met.

Staff reported the measured distance from the center of the road to the water is about 140 feet, with setbacks of approximately 75 feet on one side and 83 feet on the other, leaving no building envelope on the parcel. The board requested that the applicant email photos so they could be included in the public record.
