Mr. Sebastian summarized the amendment: drawing down $100,000 earmarked for Wilson Central track resurfacing and $250,000 for Wilson Central tennis‑court repairs; reallocating $1,000 for finance travel; funding an initial year of an arbiter bookkeeping contract at $25,240 (the county will pick up year‑one costs; schools will be asked to fund ongoing costs in FY28 at up to roughly $3,000 per school); a $10,000 civic seal grant from the state (earmarked for Wilson Central Model UN); reallocating $3,500 to pay wages for a TCAT welding instructor at Green Hill; $25,000 moved for central cafeteria repairs and inspections; and $10,000 reallocated to extended‑schools field trip support. "Year 1, the county's gonna pick up the cost," Sebastian said about the arbiter contract.
The motion to approve Budget Amendment 12 passed unanimously 7–0. Board members asked clarifying questions about earmarks and which projects would be affected by the reallocations.
