Sean, representing Woods Construction, asked the Shapleigh Planning Board to reopen a previously approved conditional-use permit to add an office and shop to an existing commercial area that currently houses multiple businesses including a bagel shop.
Sean described existing buildings on the 3.6-acre parcel and said he will remove a previously proposed storage building from the plan. "We're just trying to, obviously, have a place where we can store all our stuff and, you know, be stuck in conics boxes and outdoor storage," he said while explaining the amendment aims to move equipment under cover and provide a small office. The board noted incomplete paperwork for prior approvals related to Bob's Bagels and asked Sean to provide an updated site plan (24x36), a parking plan accounting for employees, customers and ADA spaces, septic/subsurface-wastewater documentation, and a sketch of the new building and how equipment and storage will be arranged.
The board also discussed whether multiple structures on the property would require additional frontage under the ordinance’s "minimum street frontage per principal building" rule. Members instructed staff to seek a generic legal opinion to interpret "principal structure" so the board understands whether the proposal would trigger a larger frontage requirement. The board agreed to hold the public hearing after the applicant submits the missing materials and the legal question is resolved.
Sean agreed to prepare the requested materials and coordinate with the planning staff to bring Bob's Bagels’ prior permit documentation into the file.
