The Shapleigh Planning Board reviewed a proposal to replace a nonconforming retaining wall at 44 Point Road and determined the application lacked sufficient detail on revegetation extent and the exact location and size of the replacement wall.
The applicant (represented by Cole for Jason Eagleson) provided photos and a preliminary plan; board members noted the site showed sand runoff and a mix of trees and saplings. The board asked the applicant to identify which trees will be removed and to provide a revegetation plan that includes native or suitably hardy species (the board requested at least three species and suggested at least four feet of mulch in the highest-runoff areas along the top of the wall). "All that's gonna need to be revegetated even where the sand and stuff is," the chair said when discussing buffer expectations.
The board also requested the exact retaining-wall measurements (height and length) and the distance from the high-water mark, and asked for a new 24x36 site plan that includes stair widths, the area to be disturbed and a detailed planting palette. Members agreed to table the application until the requested plan and revegetation details are submitted.
The board stressed erosion-control BMPs during construction and said riprap or erosion stone will be used where the high-water mark is close to the wall so vegetation is not placed within the stair opening at the waterline.
