Members present for the special meeting were Kevin Smith, Todd Greene, Brandon Novosad and Kary Borski; Rodney Floyd, Hershel Perry III and Darren Derrett were listed as absent. The meeting was adjourned at 7:02 a.m. The minutes record that the resolution authorized execution of the LOSA Agreement with TxDOT; no additional discussion of funding or construction timeline is included in the minutes for this meeting.
