Board hears that state plans exclude some fertility benefits and may change clinic operations

Jessica Crosby said the state plans list common exclusions and specifically noted that "we do not cover infertility benefits on the state plans," and that some agencies historically provide supplemental arrangements when necessary. The state allows districts to keep convenience or onsite clinics but said those clinics must bill through the carrier, which can change the operating model and may shift some costs to employees unless the district supplements seed funding or offers FSAs/HSAs to cover convenience fees.
Board members stressed the clinic and Progyny arrangements are important recruitment and retention tools and asked presenters to include clinic staffing and contractual obligations in the follow-up modeling so the board can compare total cost and access under each scenario.
