On a motion by Councilman Dewees, seconded by Councilwoman Carfagno, the council approved Resolutions 125-2026 through 133-2026 by roll call vote; Councilman Notaro was absent.
Council President Bucci read the council's consent-agenda statement before the vote: "All matters listed under the consent agenda are considered to be routine in nature, and having been reviewed by Council, will be enacted by one motion." The consent package included Resolution 130-2026, "To Approve the Hiring of Frank Gabriel for the Position of Police Officer," and three permit-fee waivers for the Stillwater Annex (roof replacement, carport installation, and roof-mounted solar).
The roll call on the consent vote was: Carfagno yes; Dewees yes; Kern yes; Notaro absent; Polistina yes; Smith yes; Bucci yes. The motion carried. Later in the meeting Council approved payment of bills totaling $286,529.66 on a motion by Councilman Smith and second by Councilwoman Kern; the same voting pattern carried that motion.
Other items enacted by consent included appointing a COAH attorney as special counsel (125-2026), accepting termination of a shared CFO services agreement with the Borough of Folsom (131-2026), and terminating participation in an agreement with Trinity Code Inspections LLC for private on-site plumbing sub-code inspections (132-2026). Resolution 133-2026 authorized an executive session to discuss employment matters and attorney-client privileged topics.
The consent-adoption and the bill payments concluded the council's formal action for the evening; no individual resolutions were pulled for separate discussion. The council moved to executive session after the public portion of the meeting.
