Gladwin — The Gladwin City Council voted unanimously on June 24 to adopt amendments to the Fiscal Year 2025-26 budget after Treasurer Angela Bigham presented end-of-year schedules and narrative explanations.
The resolution, offered by Council Member Caffrey and supported by Council Member Darlington, directs the city treasurer to make all necessary accounting entries and fund transfers to implement the approved amendments. It also authorizes the city administrator to transfer up to $5,000 between functions within the same fund without further council approval, provided such transfers do not increase the total fund budget. The resolution cites MCL 41.75 for claims handling and requires a listing of certain time-sensitive claims be submitted to council at the next regular meeting. As the resolution states, "the City Treasurer is authorized and directed to make all necessary accounting entries, adjustments, and fund transfers to implement the approved budget amendments in accordance with applicable laws and accounting standards."
Mayor Sarah Kile and council members voted in favor. The roll-call vote recorded ayes from Caffrey, Crawford, Darlington, Esiline, Gutierrez, Platt, Smith and Winarski; no nays or abstentions were recorded and the resolution was declared adopted on June 24, 2026. Treasurer Bigham answered council questions about whether the budget reflected an overage of $371,000, saying the amendments are organized by fund and a total overage would need to be calculated across funds.
The council did not provide an itemized total of the net fiscal change in the meeting minutes. The resolution's certificate was signed by City Clerk Marietta Andrist and the document will be incorporated into the city's accounting records.
