Madison Collister told the council she was selected to attend the IMLS "Library Convening 250: Telling America's Story" in Phoenix on April 14–16, 2026 and said the conference expenses are fully paid by IMLS. "I currently handle this now and it is fully paid for," Collister said in presenting the request.
Mayor Pro-tem Rudy M. Espinoza asked the council to authorize payment of Collister's city salary while she is at training; Councilor Frank F. Ortega moved to approve and Councilor Tracy Armijo seconded. The council approved the travel and salary authorization on a unanimous roll-call vote. Staff noted no additional city expense beyond salary would be required because the convening is funded by IMLS.
