The Middletown Unified School District board voted to adopt the FY 2026–27 budget at its June 24 meeting, approving the district's multiyear projections and fiscal plan. The adoption followed a staff presentation describing improvements in deficit spending and an outline of restricted and unrestricted fund balances.
"We have positive certification. We have improved on our deficit spending," said Lisonbee Moore during the budget presentation, summarizing the district's current fiscal posture. Staff noted the budget reflects efforts to maintain reserves above the state minimum and identified a board goal to work toward a $1,500,000 reserve target over upcoming budget cycles. Presenters also said they will perform a detailed review of expenditures in the next two budget cycles and work with the county office to refine the multiyear projection (MYP).
Board members asked for clarifications on how restricted funds and carryovers affect the structural deficit and were told the district is continuing to report and reconcile prior-year carryovers. After discussion, the board approved the budget by unanimous vote as recorded.
Next steps identified by staff include updating the MYP as actuals are finalized, reporting property-insurance changes that Keenan will release in September, and presenting unaudited actuals at second interim. The board scheduled follow-up work on expenditure analysis and will revisit items as the governor's budget and actuals are finalized.
