Melinda Ross Santa Cruz, who identified herself as a mobile homeowner, recounted finding a severely emaciated puppy and assisting the animal and its owner, using the incident to stress the need for better supports and services for people experiencing homelessness and their animals. Several speakers, including representatives of Sierra Club North County and Escondido Neighbors United, also spoke later during the Hamilton Lane hearing about environmental risk and neighborhood impacts.
