Council allowed public testimony and then voted to approve the change order motion (the consent motion had been pulled for public discussion); the motion passed 5–0. "If the project was alright without those features in it, then maybe that $131,000 could have gone towards helping low cost housing, the homeless, helping the hungry," Oliver said while asking the council to consider alternatives and transparency about dedicated park funds.
