Commission recommends setback variances for Swine Ridge LLC finishing barn

The Planning Commission recommended approval of setback variances requested by Swine Ridge LLC for a proposed finishing barn and associated shelterbelt in NW1/4 of Section 33 (T103N, R61), Davison County. The variances would reduce required CAFO setbacks from 300 feet to roughly 170 feet on the north and east property lines and reduce shelterbelt setbacks from 75 feet to about 40 feet on two property lines.
Deputy Director Karen Wegleitner described the variance application. The applicant informed the commission that the acreage included in the plat increased from 10 acres to just over 13 acres after adding a narrow southern strip. When asked what tree species would be used in the proposed shelterbelt, the applicant said a decision has not yet been made and they plan to consult the Conservation Office after county approval. Abutting property owner Larry Olsen asked how far the shelterbelt would be from his property; the applicant said it would be approximately 170 feet.
On a motion by Chris Nebelsick, seconded by Steve Thiesse, the commission voted to recommend approval of the variance to the Board of Adjustment; roll call recorded five ayes and two absences. The recommendation moves the CAFO setback and shelterbelt variance to the Board of Adjustment for decision.
