The mobile home rent review board and city council approved a short‑form rent increase request for West Winds Mobile Home Park after staff found the application met eligibility requirements under the city’s mobile home rent control rules. Carlos Cervantes, housing and neighborhood services management analyst, said the short form allows a park owner to request an increase based on the San Diego metropolitan area consumer price index (CPI) and recommended adoption of Rent Review Board Resolution 2026‑127.
Cervantes said the park has 66 spaces with 40 subject to rent control; the requested increase equates to 0.604% (90% of the CPI change) and an average $4.76 per covered space. Code compliance officer Alfredo Rubio reported two park violations were identified in mid‑July but corrected by July 27. The council voted 5–0 to approve the increase. "Staff recommends approving the application and adopting rent review board resolution 2026‑127, granting an increase of 90% in the change in CPI, which is 0.604% and equals an average increase of $4.76 per space per month," Cervantes said.
