Mesquite ISD trustees approved updated House Bill 3 goals that set interim targets for third-grade reading, third-grade math and CCMR measures with the intention of meeting state and federal benchmarks by 2028.
A staff presenter explained that goals reflect domain targets used for federal accountability and that district staff set campus-by-campus incremental targets to reach interim benchmarks (for example, a 55% 'meets' target for 3rd-grade reading and 58% for 3rd-grade math by 2028, compared with current figures of about 46% and 49%). The presenter noted the CCMR goal is more aggressive to align district-level expectations with state accountability rules and the 90% target for rated campuses.
After discussion about methodology and campus implementation, the board moved to approve the goals and voted 7-0 to adopt them. Staff said approved goals will be incorporated into campus continuous improvement plans.
