The Belen City Council voted unanimously May 4 to authorize a one-year managed IT services contract with Ardham Technologies to address ongoing IT problems, improve backups and provide training for existing technicians.
City Manager Roseann Peralta said the city has struggled with IT issues and described Ardham as a firm that "already know are systems, and backups" from prior work with the city; she said the vendor would also assist with disaster-recovery planning and train current staff so the city can transition to an in-house IT director in subsequent years. Councilor Rudy M. Espinoza pressed repeatedly for clarity on who would take operational charge of the department under the contract; at one point he said, "so we are going to be going on I don't know," reflecting frustration about unknowns for later years.
Despite the technical difficulties during the vendor presentation and questions from council members, Councilor Frank F. Ortega moved to approve the proposal and Councilor Steven L. Holdman seconded. Roll-call votes were recorded as Rudy M. Espinoza Yes; Frank F. Ortega Yes; Steven L. Holdman Yes; Tracy Armijo Yes, and the motion carried 4-0.
City staff said Ardham will work with current technicians (named in the meeting as Mr. Pettit and Summer Ludwig) and city leadership to stabilize systems and plan for future staffing; the contract is structured to allow the city to scale back vendor services if an IT director is hired or internal staff are able to assume responsibilities.
