Forest County adopts CDBG plans to encourage participation by low‑income residents and minority‑owned businesses
Summary
The board unanimously approved the 2025 Section 3 Action Plan, Residential Anti‑Displacement & Relocation Plan, Citizen Participation Plan and MBE/WBE Plan for the Community Development Block Grant program to protect low/moderate‑income housing and promote minority and women business participation under DCED funding.
Commissioner Robert J. Snyder Jr. moved to approve several Community Development Block Grant program plans and Commissioner Patrick F. Kline seconded; each motion carried unanimously. The board approved the 2025 Section 3 Action Plan to promote participation by low and very low‑income persons and business concerns that serve those populations.
Commissioners also approved the Residential Anti‑Displacement & Relocation Plan, which requires replacement of occupied and vacant occupiable low/moderate income dwellings demolished or converted as a result of CDBG‑assisted activities. The board further adopted the Citizen Participation Plan to encourage public involvement in CDBG activities and the Minority & Women's Business Enterprise (MBE/WBE) Plan to promote opportunities for minority and women's business enterprises in programs receiving Pennsylvania DCED funds. All approvals were recorded as unanimous votes.
