Payroll consumes about 79% of BISD budget; trustees warned further raises would need offsets

During the March 30 budget workshop, Cheryl Hernandez, chief financial officer, told trustees that approximately 79% of the district budget is allocated to payroll. Hernandez said teacher salary increases have been implemented in recent years, including a significant increase in 2025–2026, and cautioned that additional compensation changes would likely require reductions in other budget areas.
Hernandez also identified rising health insurance premiums as a major fiscal pressure and said the district is awaiting updated bid results that could affect budget projections. Trustees asked questions about the trade-offs involved in adding compensation and staffing for attendance enforcement, and staff said they will return with financial scenarios aligned to board priorities when they present the proposed budget before the June adoption deadline.
