Forest County commissioners end Delaware Valley Health Trust coverage after projected 20%–25% premium spike

The Forest County Board of Commissioners voted Sept. 3 to terminate the county's agreement with the Delaware Valley Health Trust (DVHT) for health, dental and vision coverage after DVHT provided an estimated 20%–25% premium increase for 2026. Commissioner Robert J. Snyder Jr. made the motion to end the agreement and Commissioner Patrick Kline seconded; the motion carried unanimously.
The board authorized county officials to meet with Seubert & Associates in September to pursue continued coverage with Aetna that the county said would be "as good as or better than what is currently in place" while delivering cost savings. The action affects county-provided employee benefits and the county said the expected premium increase from DVHT was the driving factor for termination. The motion recorded that the county will aim to preserve coverage levels while lowering costs.
