"Recommendation to approve Consent Agenda Items A1a., A1b., and A2 as presented by Mr. Skeeler," the minutes record. The motion to approve was made by Russell Devorsky and seconded by Heath Jackson; the motion passed unanimously with one member absent (Jeff Bird).
